20.57 million disabled persons with hearing language in our country, the first of the total for the disabled. Deaf children under the age of 7, 800000, as a result of drug, genetic, infection, disease, environmental noise pollution, accidents and other reasons, new produce more than 30000 each year. Hearing impairment severely affects the people's life, learning and social intercourse.
In order to reduce the incidence of deafness, control the increase of the number of the new deaf children, prevention is particularly important. In 1999, the ministry of health issued the "guidelines for clinical use of ototoxic drugs commonly used", increasing the strength of the standardization management of clinical use of ototoxic drugs. High incidence of deafness, quantity, hazards in China, the reality of prevention work is weak, the ministry of health, the ministry of education, the ministry of civil affairs, state family planning commission, the state bureau of quality and technical supervision, the state drug administration, state administration of radio, film and television, the all-china women's federation, the Chinese old age association, the China disabled persons' federation and other 10 BuWeiJu jointly determine: on March 3, as the national ear-care day every year.
我國(guó)有聽(tīng)力語(yǔ)言殘疾人2057萬(wàn)，為殘疾人總數(shù)的首位。其中7歲以下聾兒80萬(wàn)，由于藥物、遺傳、感染、疾病、環(huán)境噪聲污染、意外事故等原因，每年新產(chǎn)生3萬(wàn)余名。聽(tīng)力障礙嚴(yán)重影響著這一人群的生活、學(xué)習(xí)和社會(huì)交往。
為了降低耳聾發(fā)生率，控制新生聾兒數(shù)量的增長(zhǎng)，預(yù)防工作尤為重要。1999年，衛(wèi)生部頒布了《常用耳毒性藥物臨床使用規(guī)范》，加大了對(duì)耳毒性藥物臨床使用中的規(guī)范化管理力度。針對(duì)我國(guó)耳聾發(fā)生率高、數(shù)量多、危害大，預(yù)防工作薄弱的現(xiàn)實(shí)，衛(wèi)生部、教育部、民政部、國(guó)家計(jì)劃生育委員會(huì)、國(guó)家質(zhì)量技術(shù)監(jiān)督局、國(guó)家藥品監(jiān)督管理局、國(guó)家廣播電影電視總局、中華全國(guó)婦女聯(lián)合會(huì)、中國(guó)老齡協(xié)會(huì)、中國(guó)殘疾人聯(lián)合會(huì)等10部委局共同確定：每年的3月3日為全國(guó)愛(ài)耳日。

Today is March 3, 2015, Ear Care Day. We always appeal everyone to try our best to keep healthy. When it comes to health, we usually mean no illness in the main body. There is little chance that people will pay attention to ear when they are talking about health. Without the concern of public, ear protection doesn’t go very well. There are many people in our country having ear problem, because of various reasons, such as, Drugs, genetic, infection, disease, noise pollution, accidents and so on. This problem brings much inconvenience for them. And the establishment of Ear Care Day is to appeal people to pay attention on their ear health. People had better to learn the ways to protect ear and try their best to avoid those things can harm ears. Only people pay their attention on it, there will be less people having hearing problems. Life will be better.
今天是2015年3月3日，全國(guó)愛(ài)耳日。我們總是呼吁大家盡力保持健康。但是說(shuō)到健康的時(shí)候，我們通常指的是身體上的。在討論健康的時(shí)候，很少有人會(huì)留意到耳朵。沒(méi)有公眾的關(guān)注，保護(hù)耳朵并不是那么的順利。由于各種原因在我們國(guó)家有很多人都有聽(tīng)力問(wèn)題，例如，藥物，遺傳，感染，疾病，噪聲污染，事故等。這個(gè)問(wèn)題給大家?guī)?lái)了很多的不便。全國(guó)愛(ài)耳日的建立就是為了呼吁大家關(guān)注耳朵健康。大家最好學(xué)習(xí)保護(hù)耳朵的方法，盡量避免有害耳朵的事。只有人們關(guān)注了，有聽(tīng)力問(wèn)題的人才會(huì)越來(lái)越少。生活才會(huì)更加美好。
